I'm not sure what the starter should draw but those old 6-volts never did spin real fast.  A lot of battery cables get replaced with parts-store cables that are vor 12 volt systems.  6 volt starters pull a heck of a lot of amps comapred to 12s.  They need larger gauge wire.  A good parts store should be able to give you the right ones.
