Cockshutt 1850 pto question

I recently bought a 65 cockshutt 1850 with a Perkins diesel. I love the tractor. I noticed that when the tractor in not in gear and just idling the pto spins slowly. Does anyone know how to correct this or what may be causing it?

the pto brake is probably worn you may be able to adjust it or it may need to be replaced all depending on how worn it is.
