230 gas, help with two parts needed

I'm rebuilding an engine that's been apart for a long time.  The two 3/8 plugs are for the oil passage through the block but I can't find a place for the 1/4 plug.  The washer was with the distributor parts but doesn't fit anywhere on it.  9/16 ID, 11/16 OD, .060 thick, shiny from wear.  Can anybody help?
