Cockshutt 30 front axle part

I recently acquired a Cockshutt 30.  The one front wheel hub was off as the bearing was shot.  I am trying to put things back to together.  I have a diagram in a service manual, but not a parts book.  There is a "washer" that apparently goes into the seal retainer.  Is the "washer" a metal washer, or is it a felt ring that fits into the retainer?
