Felt oil wicks in rocker arms.

The Buda service manual, I&T manual and COOP parts book all mention a felt oil wick in the ball end of the rocker arms.  I've had a couple of them apart and have never seen any trace of a wick.  Does anybody know the real story?

I have 2 Cockshutt 30's with the Buda motor and I've never seen a felt wick either.
